Uganda's R&D investment remains low relative to peers, and existing frameworks have not kept pace with the technologies now shaping the economy. From AI and biotech to open data and standards, innovation policy needs deeper technical grounding.

CeLPII produces interdisciplinary research connecting IP, technology, and innovation policy — grounded in the Uganda National IP Policy 2019 and in dialogue with practitioners, universities, and government.
